Cross-department stage assignment is fixed
We fixed an issue that could block stage assignment across Agency departments and improved related ticket and workflow handling.
- Fix: Stage assignment now works across Agency departments as expected.
- Fix: Ticket inbound processing and related workflow updates are more reliable, reducing missed or duplicated handling.
- Improved: Field scheduling and context loading were tightened up to avoid stale or inconsistent behavior.
