# Create a program

## Description

Create or add a new program definition.
Use this when the user wants to set up the recurring service shell with pricing, status, and billing options.

IMPORTANT:
- Use data_builder_sessions_prepare with session_kind program_package when the user already knows which processes and schedules belong in the program.
- Client enrollments are intentionally deferred from this first AI-builder pass.

    - `billing_enabled` (`boolean`) — Whether client subscription billing is enabled. When false, clients are not charged. Defaults to true.
    - `color` (`string`) — Optional hex color.
    - `description` (`string`) — What recurring service this program represents.
    - `enabled_billing_frequencies` (`array<string>`) — Optional enabled billing frequencies for enrollments.
    - `icon` (`string`) — Optional icon, such as heroicons:calendar-days.
    - `name` (`string`, required) — Program name.
    - `recurring_billing` (`object`) — Optional recurring billing amounts per supported billing frequency.
    - `startup_fee` (`number`) — Optional one-time startup fee.
    - `status` (`string`) — Optional initial lifecycle status. Defaults to draft.
